What is a Water Master Plan?

In accordance with the Act to affirm the collective nature of water resources and to promote better governance of water and associated environments, a water master plan (PDE) is a strategic territorial plan for an integrated water management zone by watershed (ZGIEBV). Its development, which represents the primary mandate of a watershed organization (OBV), is coordinated by the latter within the framework of a regional and local consultation process involving the voluntary participation of water stakeholders.

This planning tool outlines the priorities defined by the water stakeholders and the objectives they aim to achieve for the sustainable conservation of water resources in order to support and maintain current and future uses

The Water Master Plan enables the targeting of efforts to be implemented collectively in order to preserve water resources within the watershed, whereone use may impact another.

Several complementary documents accompany the Water Master Plan, providing additional information to better understand the approach. These include the diagnostic fact sheets, the mobilization strategy, and the action plan (coming soon).

2024-2034 Water Master Plan

The 2024–2034 Water Master Plan (WMP) received official approval from the Ministry of the Environment, the Fight Against Climate Change, Wildlife and Parks, on February 19, 2026.
