La sécurité et les milieux aquatiques sont intimement liés. Pensons à la santé publique liée à la qualité de l’eau, aux inondations qui causent des dommages physiques et psychologiques, aux glissements de terrain ou encore aux risques de noyage lors de la pratique d’activités récréatives.

L’érosion des berges est un phénomène naturel, qui assure le fonctionnement dynamique du cours d’eau. C’est le courant qui participe au transport et au dépôt des sédiments. Toutefois, l’érosion est parfois provoquée par les activités humaines comme :

Le batillage : causés par les vagues des bateaux
La mise en place d’un barrage
La déviation d’une partie du débit du cours d’eau
L’urbanisation du bassin versant
Le déboisement de la bande riveraine

Les glissements de terrain se produisent généralement en bordure de cours d’eau et lorsqu’il y a présence de dépôts de surface meubles.

Aperçu de la problématique sur le territoire d’Organisme de bassin versant de la rivière du Nord :

Les zones de contrainte liées à l’érosion et aux glissements de terrain sont identifiées dans les schémas d’aménagement et de développement des MRC. Les seuls secteurs d’érosion connus dans la ZGIE sont en dans la MRC des Pays-d’en-Haut (entre Sainte-Adèle et Piedmont) et à Mirabel. Moins d’une dizaine d’événements de sécurité civile en lien avec l’érosion sont répertoriés dans la ZGIE par le MSP depuis 1986.

Pour ce qui est des zones de contrainte liées aux glissements de terrain, on en retrouve en bordure de trois cours d’eau dans la ZGIE :

Rivière du Nord à Piedmont et Prévost
Rivière de l’Ouest à Brownsburg-Chatham
Ruisseau des Vases à Brownsburg-Chatham

Solutions :

Réduction de la vitesse des bateaux, surtout sur les petits lacs
Plantation d’arbres et végétalisation des bandes riveraines
Respect de l’espace de liberté des cours d’eau
Sensibilisation des résidents dans les zones de contrainte
Restauration de milieux humides et hydriques
Gestion durable des eaux pluviales

Risques associés à la baignade en eau vive

Les noyades et les contaminations par des bactéries, sont les deux principaux risques associés à la baignade en eau vive. Pour les noyades, on note que ce sont les hommes entre 18 à 24 ans et ceux de 75 ans et plus, qui sont les plus à risque.

La région des Laurentides est celle qui a enregistré le plus de noyades entre 2009 et 2015.

Solutions:

Il est conseillé de ne pas avaler l’eau, de ne pas se baigner si l’on a une plaie ouverte et il est important de se doucher convenablement avec du savon après une baignade en eau libre (Roussy et Hogue, 2015).

La région des Laurentides est celle qui enregistre le plus de noyades entre 2009 et 2015.

Solutions:

Il est conseillé de ne pas avaler l’eau, de ne pas se baigner si l’on a une plaie ouverte et il est important de se doucher convenablement avec du savon après une baignade en eau libre (Roussy et Hogue, 2015).

Inondations

Les inondations sont provoquées par une montée soudaine des eaux, qui correspond à l’augmentation du débit (m3/s) d’un cours d’eau, dépassant plusieurs fois le débit moyen. Elles sont causées par une crue, un embâcle ou une pluie diluvienne et sont accentués par les changements climatiques et le changement d’utilisation du sol. Les personnes qui subissent des inondations peuvent avoir des séquelles physiques (blessures, manque d’eau et de nourriture, etc.) et psychologiques comme l’état de stress post-traumatique (Lalande et al., 2006).

Aperçu de la problématique sur le territoire d’Organisme de bassin versant de la rivière du Nord :

En 2017 et en 2019, certains secteurs de Saint-André-d’Argenteuil, Lachute, Mirabel, Saint-Colomban, Saint-Jérôme et Val-Morin ont subi des inondations importantes. Les inondations causent des problémes un peu partout sur le territoire.

Présence de cyanobactéries

Plus communément appelées algues bleues, les cyanobactéries ne sont pas des algues, mais plutôt des bactéries qui se retrouvent naturellement dans les écosystèmes aquatiques et qui peuvent produire une toxine qui, en trop grande quantité, peut être nocive pour la santé humaine, que ce soit au contact physique ou à l’ingestion. Cela est problématique puisque même l’ébullition de l’eau n’élimine pas la toxine.

Leur prolifération est la conséquence de la perturbation de l’équilibre du plan d’eau. Un changement dans la température de l’eau ou un surplus d’azote et de phosphore peut entrainer des épisodes de fleurs de cyanobactéries.

47 lacs de la ZGIE ont fait l’objet de signalements entre 2005 et 2015, dont 21 de façon récurrente. Les lacs Caron, Johanne et Saint-Amour, situés à Sainte-Anne-des-Lacs, ont été particulièrement touchés (MELCC, 2018).

Solutions:

Réduire les rejets d’eaux usées non traitées
Diminuer les charges diffuses en phosphore
Rétention des eaux de ruissellement en créant des zones de biorétention

L’objectif de cet atelier était de mettre à jour les objectifs du programme de suivi de la qualité des cours d’eau d’Organisme de bassin versant de la rivière du Nord et d’en assurer une mise en œuvre cohérente avec les priorités et besoins des acteurs de l’eau.

Cette rencontre s’inscrivait dans une vaste démarche dont le but était de développer un Guide de réflexion et d’aide à la décision pour la création et la gestion d’accès publics à l’eau.
