Favoriser les activités récréotouristiques constitue la cinquième orientation de la Politique nationale de l’eau. Cette orientation s’articule autour de trois axes d’intervention :

Étendre l’accès à l’eau et favoriser le développement de la pêche récréative au Québec
Favoriser la sécurité nautique et la qualité de vie sur les lacs et les cours d’eau
Promouvoir le tourisme nautique

Ceci est d’autant plus important puisque dans une optique d’adaptation aux changements climatiques, où la fréquence des canicules et chaleurs extrêmes s’intensifie, l’accès aux plans d’eau apparait comme une source de rafraichissement idéal pour toute la population.

Il s’agit d’un sujet complexe, qui nécessite d’être abordé selon les principes de la gestion intégrée de l’eau : une approche tenant compte de l’ensemble des usagers et des différentes considérations sociales, économiques et environnementales.

Pour permettre la durabilité des accès aux plans d’eau, il faut s’assurer de ne pas compromettre la capacité de support du plan d’eau, c’est-à-dire la capacité d’un plan d’eau à recevoir des activités sans causer d’impacts sur les organismes qui y vivent (Bergeron-Verville, 2013).

Problématiques pouvant être associées:

Destruction et dégradation des milieux naturels et aquatiques
Érosion des berges
Limitation à la circulation des espèces aquatiques
Présence d’espèces exotiques envahissantes
Surexploitation d’une espèce
Dégradation ou perte d’habitat faunique

Conserver des milieux naturels
Réhabiliter et végétaliser les milieux perturbés
Nettoyer les embarcations
Renforcir l’éducation et la sensibilisation des utilisateurs

Société

Gouvernance

La collaboration entre tous les membres de la société est impérative pour permettre une cohabitation harmonieuse entre les usages. Actuellement, le manque de connaissances et la vulnérabilité des acteurs de l’eau rend la gouvernance plus complexe puisque les utilisateurs concernés ne participent pas à la prise de décision. L’accès au savoir et le partage des connaissances permet de garantir une éducation et de développer un sentiment d’appartenance. De cette manière, les usagers sont outillés pour trouver des solutions avantageuses pour tous. Les échelles gouvernementales doivent légiférer grâce au pouvoir qui leur est accordé, pour permettre de répondre aux besoins de la population actuelle et future.
